In view of your approval of my proposals, made in my Confidential Despatch of the 28th. July, 1914, regarding assisted emigration to Dutch Bomeo, with which the Sumatra emigration compares most favourably, I have caused Messrs. Butter- -field and Swire to be informed that there is no objection to the carrying of the emigrants by them in British ships, subject to the express condition that such emigrants go of their own free will
and that they are not, prior to landing in Sumatra, subject to any contract to labour in Sumatra; the ships employed by them to be
subject to the provisions of the Chinese Emigration Ordinance, 1889,
